The products in question consist of soft-pack packages of “i80” brand small filter cigars, packed 20 small cigars per package. Each cigar is uniformly cylindrical, measuring approximately 8.25 cm (about 3-¼ inches) in length and about 7 mm (0.25 inches) in diameter. The filters measure about 2.5 cm (0.98 inches) in length. The filler tobacco is contained in a brown, paper-like wrapper, which appears to be made from reconstituted tobacco. These “i80” brand small cigars will be marketed in a variety of flavors. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
