Dear Ms. Whitley: In your letter dated June 29, 2005 you requested a classification ruling on behalf of Bed Bath & Beyond. The merchandise at issue, identified as Style no. DJS-001, is a portable poolside mat with a built in pillow. The mat is made from a man-made fiber knit fabric laminated to a layer of plastic foam. Sewn to one end of the mat is a compartment with a zipper closure that contains a removable foam pillow. The compartment includes a small textile pouch that can be used for the storage of keys or a wallet. The rectangular mat measures approximately 24 x 50 inches. The mat rolls up and is held in place by means of a textile strap with a plastic buckle closure and two elastic loops. The duty rate will be 7.3 percent ad valorem. The portable mat falls within textile category designation 666.
