The two submitted samples are identified as a 24” Springtime Flower (SKU #3-940-2967) and a 32” Springtime Flower (SKU #3-741-0555). Both of them are decorative flowers that are constructed of a 100 percent acrylic plush exterior and an interior that consists of an iron wire stiffener and polyester foam stuffing. SKU #3-940-2967 measures approximately 24” x 7½” and SKU #3-741-0555 measures approximately 32” x 12½”. They have the appearance of sunflowers with smiling faces. The rate of duty will be 7 percent ad valorem. The samples will be returned as requested. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
