The submitted sample is identified as Item #QX01310 Green and Red Tinsel Cord. You indicate that the item is of knit construction and is made of 90 percent metallic strips and 10 percent polyester. It is not twisted, cabled, or gimped. The polyester yarns are knit and the metallic strips, each less than one millimeter in width, are inserted into the stitches, creating a chenille effect. The strips meet the dimensional requirements of man-made fiber textile strips contained in Section XI, Legal Note 1(g) of the Harmonized Tariff Schedule of the United States (HTS). A wire is inserted to allow the yarn to be shaped. The applicable subheading for the tinsel cord will be 5606.00.0090, HTS, which provides for chenille yarn. The rate of duty will be 8 percent ad valorem. Merchandise classified in subheading 5606.00.0090, HTS, falls within textile category designation 201. Based upon international textile trade agreements, products of China are subject to quota and the requirement of a visa. Quota and visa status are the result of international agreements that are subject to frequent renegotiations and changes.
