Within 9017, we do not consider the item classifiable, when imported separately, in Subheading 9017.80, i.e., the ruler, to equally merit consideration in providing the essential character of the set compared to those in 9017.20, such as the bow compass. The general rate of duty will be 4.6 percent ad valorem. The sample is being returned to you in a separate mailing. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
