A sample was submitted for review with your ruling request. The Satin Smooth Body Bleach with Vitamin E, packed for retail sale, is a beauty and skin care preparation used to bleach body hair. The item consists of a 1 oz. tube marked Part A containing cream bleach and a 2 oz. tube marked Part B containing an activator with vitamin E to protect the skin. A plastic dish and spatula were also included for application purposes. The sample is being returned as requested.
