These printed circuit boards are populated with video processing circuitry, relays and capacitors as well as an inverter present and connected to the boards. They are specially designed to accept and process VGA, NTSC, PAL and composite video signals. They will generate points of light synchronously with the signal source on an LCD display. None of the printed circuit driver boards contain a tuner. This office does not agree with your suggested classification for there is a more specific provision applicable.

Dear Ms. Litman: In your letter dated March 2, 2005, on behalf of your client Promate Electronic Co., Ltd. you requested a tariff classification ruling. The items in question are printed circuit driver boards, (samples attached), designed for use with various sized LCD video monitors. They are designated as the E, G and H-series. The video monitors range in screen diagonal from 8.4 inches to 20.1 inches.
