Lauderdale, FL 33301 RE: The tariff classification of decorative ribbon curls from China Dear Mr. Crago: In your letter dated February 24, 2005, you requested a tariff classification ruling. The submitted sample is identified as W072GA03410 Christmas Fabric Gift Curls. They are assembled by stapling together pieces of curled ribbon. The ribbon is 62% polyethylene and 38% acrylic and 3/8” wide, and comes in various styles and colors. All versions have a strip that includes decorative shapes such as stars, bells, or leaves. You indicate that these will be marketed as decorations for packages. The applicable subheading for the package decorations will be 6307.90.9889, Harmonized Tariff Schedule of the United States (HTS), which provides for other made up textile articles, other. The rate of duty will be 7 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
