Dear Ms. Habrial: In your letters dated January 19 and February 4, 2005, you requested a tariff classification ruling. A sample identified as a “Girlfitti™ Digital Scrapbook” (Item # 03-4001) was submitted for our examination and is being returned to you as requested. It consists of a hinged, hard-plastic housing, approximately 9½” x 10” x 1½”, that opens like a book to reveal a number of blank, coated-paperboard pages held together along one edge in loose-leaf fashion.
