The sample you submitted is called candle jewelry (item number 2059226). It consists of a retail-packaged box of 4 butterfly-shaped pieces of jewelry that will be used to ornament candles. Each butterfly is made of brass with a nickel finish. The butterfly hangs from a short strand of colored glass beads and wire. There is a .5-inch metal stem, similar to the post of a pierced earring, at the top of each piece that will be inserted into the side of a candle. The applicable subheading for the candle jewelry will be 8306.29.0000, Harmonized Tariff Schedule of the United States (HTS), which provides for statuettes and other ornaments, and parts thereof, other. The rate of duty will be free. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
