Dear Ms. Mosqueda: In your letter dated December 1, 2004, you requested a tariff classification ruling. A sample identified as item #2063 (“stickers”) was submitted for our examination. It is a retail package containing 700 small, die-cut, pressure-sensitive paper stickers mounted on several sheets of release paper. The stickers are printed with assorted pictures and designs (e.g., hearts, flowers, smiley faces, etc.). The printing appears to have been done by a letterpress process. Statements on the packaging indicate that the stickers may be used for arts and crafts projects or to decorate a wide range of items for home or school. The applicable subheading for the #2063 stickers will be 4911.91.4040, Harmonized Tariff Schedule of the United States (HTS), which provides for other (than certain enumerated) printed pictures, designs and photographs. The rate of duty will be Free. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
