Dear Ms. Muller: In your letter dated November 12, 2004, you requested a tariff classification ruling. As requested, your samples will be returned. Style 31614 is a pair of men’s shorts constructed from 51 percent nylon, 49 percent polyester, woven twill fabric. The pants have a flat waistband with six belt loops and a tab on each side with a ladder pull; a fly front opening with a zipper closure and two snaps at the waistband; quarter pockets at each side; a patch pocket on the left leg with a flap and hook and loop closures; a small pocket on the right leg; two rear pockets with flaps and hook and loop closures; two grommets for drainage on the rear pockets and the left leg pocket; and hemmed legs.
