Dear Ms. Harmon: In your letter dated August 16, 2004, you requested a tariff classification ruling. We are returning the sample as you have requested. Item 247031 is comprised of 100 push pins packed in a clear, plastic box. The head of each push pin is made of clear plastic and the pin portion is steel. The pins are used to post paper items on bulletin boards. The applicable subheading for the push pins will be 7319.30.5010, Harmonized Tariff Schedule of the United States (HTS), which provides for sewing needles, knitting needles, bodkins, crochet hooks, embroidery stilettos and similar articles for use in the hand, of iron or steel; safety pins and other pins of iron or steel, not elsewhere specified or included, other pins, other, push pins. The rate of duty will be free. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R.).
