Dear Ms. Borges: In your letter dated August 11, 2004, you requested a tariff classification ruling. You submitted a sample of a “Shrek 2( Be an Ogre Kit” identified as item number 68406, which consists of a pair of three-dimensional green soft polyvinyl chloride gloves and a green soft polyvinyl chloride mask depicting the features of Shrek(.
