Dear Ms. Harmon: In your letter dated June 9, 2004, you requested a tariff classification ruling. You submitted a sample of a “Pumpkin Blinker” identified as item number 273668. The item consists of an orange plastic jack-o’-lantern that measures approximately 3 inches in diameter that is screwed into a black plastic handle that measures approximately 6 inches in length and 1-3/4 inches in diameter.
