Dear Mr. Subhani: In your letter dated May 17, 2004, on behalf of Household Textiles, Inc, you requested a classification ruling. Your submitted sample, style Turbie 001 is a hair towel composed of 100% cotton woven terry cloth fabric. The towel is shaped to be worn on the head and twisted with an elastic loop closure at the front. The item covers the hair while it is still wet. The applicable subheading for style Turbie 001 will be 6505.90.2060, Harmonized Tariff Schedule of the United States (HTS), which provides for hats and headgear, knitted or crocheted, or made up from lace, felt or other textile fabric, in the piece (but not in strips), whether or not lined or trimmed . . .: other: of cotton, flax or both: not knitted: other, other. The duty rate will be 7.5 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
