Dear Mr. Ratnam: In your undated letter, received in this office on June 9, 2004, you requested a classification ruling. A sample was provided with your letter. The tarpaulin is composed of polyethylene strips that have an apparent width not exceeding 5 mm in width, and thus meet the dimensional requirements of man-made fiber strips contained in Section XI, Legal Note 1(g) of the Harmonized Tariff Schedule of the United States (HTS). Articles classifiable under subheading 3926.90.9880, HTS, which are products of Pakistan may be entitled to duty free treatment under the Generalized System of Preferences (GSP) upon compliance with all applicable regulations. The GSP is subject to modification and periodic suspension, which may affect the status of your transaction at the time of entry for consumption or withdrawal from warehouse.
