Dear Mr. Reynolds: In your letter dated March 31, 2004, you requested a tariff classification ruling on behalf of Premier Agendas Inc. (Bellingham, WA). A sample identified as “The Premier Go Program” was submitted for our examination. It is a group of items, put up together in a paperboard box with fitted plastic insert, designed to support a middle-school or high-school course in “Developing Character for Positive Behavior.” The items provided in the box are as follows: A teacher’s manual (“integrated resource package”), which is a vinyl-covered 3-ring binder containing numerous paper pages printed with text constituting a 34-week lesson plan. 25 classroom and student resource/in-service DVD disks (educational recordings) for use in the course.
