Washington, D.C. 20036-1600 RE: The tariff classification of a textile binder from China Dear Ms. Coll: In your letter dated March 26, 2004, you requested a tariff classification ruling on behalf of the Mead Consumer and Office Products Division of the Mead Corporation. The submitted sample is a textile three-ring binder that is zippered on three sides and measures approximately 13¾”H x 11-7/8”W x 2¼”D. It is predominantly made of 300D polyester woven fabric with sheets of polyethylene board inserted to provide structure and reinforcement. The interior left side of each binder features a flat micro-mesh organizer pocket, flat textile CD pockets, and two elastic pen-and-pencil loops. The interior right side of the binder has an open textile pocket. The applicable subheading for the textile binder will be 6307.90.9889, Harmonized Tariff Schedule of the United States (HTS), which provides for other made up textile articles, other. The rate of duty will be 7 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
