Dear Mr. Awana: In your letter dated March 19, 2004, you requested a tariff classification ruling on behalf of R & I Trading (Los Angeles). A sample was submitted for our examination. It is a 12” x 16” sheet of finely textured metal foil whose face has been printed with a picture of an outdoor scene. The printed foil, which is backed with paper, has been mounted in a plastic frame with glass window. The product is suitable for hanging on a wall for decorative purposes. The applicable subheading for the above-described printed foil picture will be 4911.91.4040, Harmonized Tariff Schedule of the United States (HTS), which provides for other (non-enumerated) printed pictures, designs and photographs. The rate of duty will be Free. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
