Dear Ms. Lam: In your letter dated February 17, 2004, you requested a classification ruling for a child’s handbag. A sample of style 8451 “Mobile Bag” has been submitted. The item is a child’s handbag designed to be carried on the shoulder. It is manufactured of a sweater-like knit fabric consisting of 55% ramie and 45% cotton. The bag is in chief weight of the ramie fabric. It measures approximately 5 ½”(H) x 4”(W). The top of the bag is secured by means of f wooden button through a textile loop. The applicable subheading for style 8451 will be 4202.22.6000, Harmonized Tariff Schedule of the United States (HTS), which provides for handbags, whether or not with shoulder strap, including those without handle, with outer surface of textile materials, of vegetable fibers and not of pile or tufted construction, other. The duty rate will be 5.8 percent ad valorem. 4202.22.6000 falls within textile category designation 871. Based upon international textile trade agreements products of China are not currently subject to quota and the requirement of a visa. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
