Dear Ms. Jones: In your letter of February 3, 2004 you requested a tariff classification ruling. Your products consist of 1.13 oz. scented wax candles poured in glass containers within fitted terracotta jars with lids and individually packaged for retail sale, in eight color/fragrance combinations: orange-peach/Fresh Peach, red/Cherry Pie, lime-green/Kiwi Pear, red/Apple Jack, mulberry-red/Wild Berry, cream/Butter Cookie, brown/Fudge Brownie, and brown-tan/Pecan Pie . The wax is said to consist of less than 50% petroleum. The candles impart the essential character.
