The first item called French Maid, number 6522580, consists of an apron, duster, cuffs, and a headband. It is considered a costume. The second item called Flapper, number 6522610, consists of a headband, long beads, a fringe and a fan. The absence of a garment makes the item an outfit of 9503. The French Maid costume meets the flimsy and non-durable requirements for classification within Heading 9505. The applicable subheading for the French Maid costume will be 9505.90.6000, Harmonized Tariff Schedule of the United States (HTS), which provides for Festive, carnival or other entertainment articles, including magic tricks, and practical joke articles; parts and accessories thereof: Other: Other.
