Dear Mr. LoBello: In the documentation you submitted that was received by this office on December 3, 2003, on behalf of your client Imperial Schrade Corp., you requested a tariff classification ruling. You have described your items as follows: ( Part number 12452, female fastener/ferrule - is threaded and used to mate with a male fastener to assemble knife handles. ( Part number 15718, blade pod fastener - is externally threaded and used to assemble the blade assembly to the plastic tool housing. ( Part number 12450, female fastener - is threaded and used to mate with a male fastener to assemble knife handles. The duty rate will be 6.2% ad valorem. The applicable subheading for part number 11419 will be 8211.92.4060, HTS, which provides for knives with cutting blades, serrated or not, other than knives of heading 8208, and blades thereof: other knives having fixed blades: with rubber or plastic handles: other: other. The duty rate will be 1¢ each + 4.6% ad valorem. Consideration was given to classifying your product in subheading 7318.15.5060, HTS, as you have suggested. However, that classification was deemed inappropriate. A stud is a type of bolt, but is distinguished from a bolt by its intended service application. Your products would not fit within the suggested classification. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
