The assortment will be imported with an UL electric cord that has a light bulb at one end that can be inserted into a hole in the back of the heart as the other end of the cord is plugged into an electrical outlet. When this occurs, the entire heart is illuminated. The assortment is marketed and sold as a household decoration for the Valentine’s Day holiday and has no utilitarian function. Dear Mr. Williams: In your letter dated October 15, 2003, you requested a tariff classification ruling. You submitted a sample of a “Light Up Sparking Heart” identified as style number 50065.
