Dear Mr. Stern: In your letter dated September 22, 2003, you requested a tariff classification ruling. A representative sample of the product to be imported was submitted with your ruling request. The product to be imported is a galvanized malleable cast iron compression coupling consisting of a coupling body, gaskets and two compression nuts. The compression coupling is used to join or repair pipe. It joins and seals two pieces of pipe by compressing a rubber washer by means of the compression nuts on each end of the coupling body. The applicable subheading for the galvanized malleable cast iron compression coupling will be 7307.19.9080, Harmonized Tariff Schedule of the United States (HTS), which provides for tube or pipe fittings (for example, couplings, elbows, sleeves), of iron or steel, cast fittings, other, other, other, other, other. The rate of duty will be 6.2 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). You have asked whether this product is subject to antidumping duties or countervailing duties.
