Dear Mr. Schirmer: In your letter dated September 11, 2003, you requested a tariff classification ruling. Four samples were provided with your letter. The first sample is a laundry net closure that consists of a plastic cap, a stainless steel spring and a braided polyester cord. The essential character is imparted by the braided polyester cord. The second sample is a laundry net closure that is composed of natural rubber. The third sample is tubular braided fiberglass pipe insulation. This insulation material will also be available as tape approximately 40 millimeters in width. The rate of duty will be 2.9 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
