Dear Mr. Terrell: In your letter dated August 21, 2003, you requested a tariff classification ruling on behalf of Midwest Quality Glove, Inc. The provided samples will be returned as per your request. Styles 594K and GF135K are children’s clute cut gloves constructed of a printed woven cotton fabric with a sewn-on open cuff. Styles 594K and GF135K fall within textile category designation 331. Based upon international textile trade agreements products of China are subject to quota and the requirement of a visa. The designated textile and apparel categories and their quota and visa status are the result of international agreements that are subject to frequent renegotiations and changes.
