Product description

The submitted sample, Item Number C-85068, is a combination bath brush and pumice stone which are embedded into opposite sides of a wooden handle measuring approximately 7¼” inches in length. A rope cord is looped through a hole at the end of the handle. Classification of merchandise under the HTSUS is in accordance with the General Rules of Interpretation (GRI's), taken in order. The bath brush with pumice stone is a composite article with no essential character and will therefore be classified under GRI 3(c) which states: When goods cannot be classified by reference to 3(a) or 3(b) they shall be classified under the heading which occurs last in numerical order among those which equally merit consideration. In this instance, the classification for the body brush occurs last.

Dear Ms. Kwok: In your letter dated August 15, 2003, you requested a tariff classification ruling. The submitted sample, Item Number C-85068, is a combination bath brush and pumice stone which are embedded into opposite sides of a wooden handle measuring approximately 7¼” inches in length. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
