Dear Ms. Vega-Pravato: In your letter dated July 3, 2003, you requested a tariff classification ruling. A sample identified as a “Disney Scrapbooking Kit” was submitted for our examination and is being returned to you as requested. The kit is designed to enable the user to create scrapbook pages incorporating decorative backgrounds, borders, printed designs and the like. (A scrapbook is not included in the kit and must be obtained separately by the consumer.) The kit includes the following items put up together in a retail package: 10 square sheets of heavyweight paper, each measuring 12” by 12”.
