Dear Mr. Wavra: In your letter dated June 13, 2003, you requested a tariff classification ruling. The samples are being returned as requested. The samples submitted are styles ES Towbelt, ES Towtheh, ES Webbelt, ES O-ring, and an ES Refstrip. The ES Towbelt is used to tow people or a boat. It is 1½” wide and made of 100 percent polypropylene web textile fabric with a plastic quick-release buckle and a plastic ladder lock attached onto one end. Style ES Webbelt is used to tow people or a boat. It is 1” wide and constructed of 100 percent polypropylene web textile fabric with a plastic quick-release buckle closure. The applicable subheading for styles ES Towbelt and ES Webbelt will be 6307.90.9889, Harmonized Tariff Schedule of the United States (HTS), which provides for other made up articles . . . Other.
