Designed for children ages 3 and up, a child can mold animals, cars, planes and boats and imagine travel around the world. Your sample is being returned. The applicable subheading for the modeling compound set is 3407.00.2000, Harmonized Tariff Schedules of the United States (HTSUS), which provides for modeling pastes put up for children’s amusement. The rate of duty is free. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
