Dear Mr. Capuzzi: In your letter dated April 10, 2003, on behalf of General Binding Corporation, you requested a tariff classification ruling. Two types of laminated film will be imported. The “125 Micron Perfex” laminating film consists of layers of polypropylene, polyethylene and polyethylene terephthalate films with a layer of ethylene vinyl adhesive resin. According to the information provided in your letter, the polymers of ethylene predominate by weight. The “125 Micron Chromonex” laminating film consists of layers of polypropylene and polyethylene terephthalate films with a layer of ethylene vinyl acetate adhesive resin. The rate of duty will be 4.2 percent ad valorem. The rate of duty will be 4.2 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
