Dear Ms. Vybiral: In your letter dated February 14, 2003, you requested a tariff classification ruling. You have described your merchandise as adapters used to connect valves, elbows, tees, crosses, gauges, pumps, regulators, filters, tubes, etc., to rigid tubing, when two different connection sizes and threads exist. None of the adapters contain valves. The stainless steel sample you submitted had an externally threaded end that will be used with a female connector (valve, tee, or other fitting). On the other end of the fitting, the connection is made by sliding rigid tubing (with threaded fitting attached) through the gland to meet the threaded collar inside the adapter. You stated that the product model number is 20MAM6H9 and the adapters will be made of stainless steel, nickel, titanium grade 2 and zirconium. The applicable subheading for the stainless steel adapters will be 7307.29.00, Harmonized Tariff Schedule of the United States (HTS), which provides for tube or pipe fittings (for example, couplings, elbows, sleeves), of iron or steel: other: of stainless steel: other. The applicable subheading for the nickel adapters will be 7507.20.00, HTS, which provides for nickel tubes, pipes and tube or pipe fittings (for example, couplings, elbows, sleeves): tube or pipe fittings.
