Dear Ms. Dawson: In your letter dated February 13, 2003, you requested a tariff classification ruling. You are requesting the tariff classification on a product that is identified as an infant carrier mobile. The submitted sample is a depiction of a frog that is colorful and whimsical in appearance with a mirror attached that serves to amuse the infant. In addition, when the mobile is wound up it plays a melody to entertain and soothe the baby. The mobile will also be produced in a hippo version, an elephant style and a version called jungle. The classification will fall in Chapter 95 of the HTS as other toys representing animals. You have not requested the return of your sample. The rate of duty will be free. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
