The tie towel is comprised of a padded top portion and a towel bottom portion. The padded top portion is a trapezoid in shape. It is made from a woven fabric that is printed with stripes. There are two tie strings on each side. Attached to the bottom of the pad is a towel made from 80 percent man-made fiber and 20 percent cotton fabric. It consists of terry and flat woven sections featuring a stripe design. The towel portion is folded in thirds and measures 15 x 12 inches. The bath towel will be made from the same fabric as the tie towel. It will measure 25 x 50 inches. As requested the sample is being returned.

Dear Ms. Wang: In your letter dated February 26, 2003 you requested a classification ruling. You submitted a sample of a tie towel and indicated that you will also import a bath towel and dish/washcloth. A sample of the bath towel and dish/washcloth were not submitted. The tie towel is comprised of a padded top portion and a towel bottom portion. The padded top portion is a trapezoid in shape. It is made from a woven fabric that is printed with stripes. There are two tie strings on each side. Attached to the bottom of the pad is a towel made from 80 percent man-made fiber and 20 percent cotton fabric. The duty rate will be 6.3 percent ad valorem. The tie towel and bath towel fall within textile category designation 666. Based upon international textile trade agreements products of China are not subject to quota or visa requirements. Your inquiry does not provide enough information for us to give a classification ruling on dish/washcloth. Your request for a classification ruling should include a sample, marketing information and the type of store or department where this item will be sold. When this information is available, you may wish to consider resubmission of your request. We are returning any related samples, exhibits, etc. If you decide to resubmit your request, please include all of the material that we have returned to you. The designated textile and apparel categories and their quota and visa status are the result of international agreements that are subject to frequent renegotiations and changes. In addition, the designated textile and apparel categories may be subdivided into parts. If so, visa and quota requirements applicable to the subject merchandise may be affected and should also be verified at the time of shipment. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
