Dear Ms. Reynolds: In your letter dated December 13, 2002 on behalf of Nisshin Steel Co. Ltd., you requested a tariff classification ruling. A representative sample of the product to be imported was submitted with your request. The product to be imported is Type L305 stainless steel cold-rolled flat-rolled steel. The steel measures 0.0098 inch in thickness and 4.25 inches in width and will be imported in coil form. The applicable subheading for the cold-rolled stainless steel strip will be 7220.20.9030, Harmonized Tariff Schedule of the United States (HTS), which provides for flat-rolled products of stainless steel, of a width of less than 600 mm, not further worked than cold-rolled (cold-reduced), of a width of less than 300 mm, of a thickness not exceeding 0.25 mm, other, containing more than 0.5 percent but less than 24 percent by weight of nickel. The rate of duty will be 0.8 percent ad valorem. You have asked whether this product is subject to antidumping duties or countervailing duties.
