Keller Excel Global Logistics Inc. 2151 Southpark Dr., Suite 1 Hebron, KY 41048 RE: The tariff classification of gloves from China Dear Ms. Keller: In your letter dated November 8, 2002, on behalf of West Chester Holdings, Inc., you requested a classification ruling. Style 98101 is a fully lined winter ski glove with a woven nylon shell. The glove features an overlaid palm and thumb patch, internal padded vinyl knuckle reinforcement, an elasticized wrist, hook & clasp, fourchettes and a rib knit cuff. The inner surface of the shell fabric is covered with plastic foam. This coated material imparts the essential character of the glove. The applicable subheading for style 98101 will be 6216.00.0800 HTS which provides for gloves, mittens and mitts: impregnated, coated or covered with plastics or rubber: other gloves, mittens and mitts, all the foregoing specially designed for use in sports, including ski and snowmobile gloves, mittens and mitts. The duty rate will be 1.7 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
