Dear Mr. Hoffacker: In your letter dated October 22, 2002, on behalf of Big Lots Stores, Inc., you requested a tariff classification ruling. A sample swatch was provided with your letter. The greenhouse is composed of manmade strips measuring not over 5 mm in width, thus meeting the dimensional requirements of textile strips. The strips have been woven, and then covered on both sides with a plastic coating that is visible to the naked eye other than merely by change of color. Material of this construction is classified in chapter 39 for tariff purposes. The greenhouse will be imported with a steel frame.
