Dear Mr. Shapiro: In your letter dated October 5, 2002, you requested a tariff classification ruling. The items are twentieth century postcards manufactured in various countries. Most have been manufactured using either a photographic darkroom process or printing press process. These postcards are not purchased for use in mailing, but are for placement in collections. The applicable subheading for the postcards will be 9704.00.0000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for postage or revenue stamps, stamp-postmarks, first-day covers, postal stationery (stamped paper) and the like, used or unused, other than those of heading 4907. The applicable duty rate will be free. This ruling is being issued under the provisions of Section 177 of the Customs Regulations (19 C.F.R. 177). 2 – A copy of this ruling letter or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
