Dear Ms. Csekme: In your letter dated October 7, 2002, you requested a classification ruling. The submitted samples are described as follows: Style #58-0914k - a woman's skirt constructed from 72% nylon, 28% spandex knit fabric. The garment features an elasticized waistband, a full front opening with a zipper closure, and a hemmed bottom. Style #58-0864k – a woman’s garment constructed from 80% nylon, 20% spandex knit fabric. The pull-on thigh length garment features a flat elasticized waistband, a slit in front that extends upward 9 inches from the bottom, resulting in a garment that has insufficient coverage to be worn as a skirt, a decorative leather tassel stitched to the left front waistband, and a hemmed bottom.
