You submitted descriptive literature with your request. The subject merchandise is described as product #0958150-067; a semi-sweet chocolate coating that will be imported in pieces or chunks and packed in 50-pound bags. It is assumed for the purposes of this ruling that the product will be used only as a coating for confectionery and/or pastry. It is said to consist of 40.81 percent sugar, 39.54 percent cocoa liquor, 12.6 percent cocoa butter, 6.06 percent cocoa powder, and traces of lecithin and sodium bicarbonate.
