The sample is a plastic device to permit the user to more easily massage hard to reach spots of the body. By placing the units in the belt and then holding either end of the belt, they can theoretically massage their back, hamstrings or any other hard to reach area. The cut holes at either end of the belt are meant to work as handles for easier gripping. The rate of duty will be free. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
