Dear Ms. Kohmann: In your letter dated May 29, 2002, on behalf of Express, Inc., you requested a tariff classification ruling for a messenger bag. The sample submitted is identified as style 1234. The item is a messenger bag designed to transport items normally carried to and from the office or school. It is manufactured with an exterior surface of 100 percent cotton canvas fabric. The bag has a single textile lined interior compartment with a zippered pocket on the back wall and a pocket on the opposite wall, which is secured by means of hook and loop fasteners.
