Dear Ms. Aldinger: In your letter dated May 9, 2002, you requested a ruling on tariff classification. The sample you provided is item #929168, a 7-piece Wine Charm Set. The item includes one bottle stopper and six beaded, steel-wire rings with zinc charms. The rings mark wine glasses for easy identification. According to your letter, the items are in chief weight of steel. The applicable subheading for the wine charms will be 7326.20.0070, Harmonized Tariff Schedule of the United States (HTS), which provides for articles of iron or steel wire. The general rate of duty will be 3.9 percent ad valorem. The applicable subheading for the wine bottle stopper will be 8309.90.0000, Harmonized Tariff Schedule of the United States (HTS), which provides for stoppers, caps and lids, of base metal, other. The duty rate will be 2.6 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R.177).
