Product description

It is a 3½” x 5½” sheet of clear, flexible vinyl film with a release-paper backing. It is printed with a picture of a bottle of a certain ale, adjacent to which are a logo and a few words concerning the ale. You indicate that the plastic is meant to be peeled off its backing and applied to a beer cooler door. The plastic does not have any adhesives on it and is designed to adhere to a surface by static cling.

CBP rationale

The applicable subheading for the static-cling “decal” will be 4911.99.8000, Harmonized Tariff Schedule of the United States (HTS), which provides for other (non-enumerated) printed matter.
