The composition of the item is 98% plastic and 2% string with an intended use of draping windows, doors or walls with beads as a decorating accessory. The curtain is made not by stringing pre-exhisting beads but by molding plastic shapes onto string.

Box 3165 Harrisburg, PA 17105 RE: The tariff classification of a “Bead Curtain” from China. Dear Ms. Aldinger: In your letter dated May 1, 2002, you requested a tariff classification ruling. The submitted sample is referred to as “Bead Curtain” item #928532. The item consists of eight colored strands of plastic beads, each measuring 5’ long, and two plastic 11” mounting brackets with screws. The brackets are designed to allow hanging of the bead strands in an assortment of fashions (straight, swag, scalloped, etc.). The composition of the item is 98% plastic and 2% string with an intended use of draping windows, doors or walls with beads as a decorating accessory. The curtain is made not by stringing pre-exhisting beads but by molding plastic shapes onto string. The applicable subheading for the Bead Curtain will be 3924.90.1010, Harmonized Tariff Schedule of the United States (HTS), which provides for ...other household articles...of plastics: other: curtains and drapes. The rate of duty will be 3.3% ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
