The sample submitted, identified as Style number C-71254C, is a backpack made of 100% cotton denim. The pack measures approximately 13”W x 17 ½”H x 4 ½”D. A three-sided zipper closure secures the bag. The lower front of the bag features a zippered pocket that measures approximately 10”W x 9 ½”H. On the bottoms of both sides of the item are open mesh pockets that measure approximately 3”W x 6”H. Two adjustable carrying straps are on the back of the pack. A soft carrying handle is on the top of the pack. The interior of the item is lined and a zippered pouch is attached to it. The applicable subheading for the backpack will be 4202.92.1500, Harmonized Tariff Schedule of the United States (HTS), which provides for travel, sport, and similar bags, with outer surface of textile materials, of vegetable fibers and not of pile or tufted construction, of cotton. The rate of duty will be 6.5 per cent ad valorem. You have asked whether this product is subject to antidumping duties or countervailing duties.
