Dear Ms. Johnson: In your letter dated April 30, 2002, you requested a tariff classification ruling. The submitted photographs, Tattle,™ is a combination teether and rattle toy that is designed to both sooth an infant’s gums during teething as well as entertain him. The Tattle,™ measures approximately 2 inches in height and 5 inches in length and resembles a “knotty” handle connected to two ovals. The handle or center grip is made of ABS (Acrylonitrile Butadiene Styrene) and the oval rings are made of EVA (Ethylene Vinyl Acetate).
