The samples you submitted are three printed plates that will be used to identify machines and parts. The plates consist of a bar code image with numbers and text photographically impregnated into an aluminum base. Your letter indicates that some plates will be printed without any text and only with the bar code lines and corresponding numbers and letters. The back of the plate is laminated with an adhesive covered with a removable paper liner. The applicable subheading for the aluminum identification plates will be 8310.00.0000, Harmonized Tariff Schedule of the United States (HTS), which provides for sign plates, name plates, address plates and similar plates, numbers, letters and other symbols, and parts thereof, of base metal, excluding those of heading 9405. The rate of duty will be free. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
